PROJECT ODAK KAZAKHSTAN, 2017-2020

ILS LEDA is co-applicant, as part of the KIP International School, of a project financed by the European Union, and leaded by Formaper.

Its overall objective is to create a favourable environment for using the economic opportunities of Enbek-Kazakh District and increasing jobs and revenues of small farmers, and self-employed people, notably young and women, trough enhancing CSOs' contributions to governance and local development processes

Specific objectives are:

1. Strengthening capacities and opportunities of the Civil Society Organisations (CSO) from the agriculture related value chains to proactively partake decision-making process and implementation of local development strategies and plans.
2. Creation of job opportunities and income for small farmers, unemployed and under-employed people (notably youth, women, disables).
3. Improving services for local economic development and facilitating access for the targeted population.
4. Mobilisation of local revenues, through concertation between Local Administrations, CSOs and the private sector.

The estimated results are:

• Governance self-sustainable mechanism set up;
• Strategic territorial development plan elaborated and shared;
• At least 3 value chain networks created and 50 actors included;
• At least 400 farmers and small businesses strengthened;
• 200 vulnerable women and youth and 100 self-employed supported and brought to formal economic activities;
• 30 new businesses created within the prioritised value chains; 
• 80 existing business supported;
• 50 new jobs created and 150 maintained active;
• 10 innovations introduced; 
• 3 projects/initiatives launched with local funds;
• 1 agreement signed with a credit institution;
• A framework Agreement and a comprehensive Service System

In this framework ILS LEDA was engaged for:

1. Providing capacity building on the elaboration of strategies and plans for competitive, sustainable and inclusive district development public private partnership processes, the mechanisms for enhancing the interaction of actors operating at multiple scales of development planning and administration, participatory governance, the value chain creation & management, the service provision
2. Realising a specific participatory diagnostic on the territorial endogenous resources (through RESCO), with priority to the agriculture related value chains (milk, soya, vegetables, apple), according to an approach, that includes the multi-scalar and spatially integrated dimensions, and the definition of the development strategies, leading at identifying business, jobs and revenue opportunities
3. The creation of a Territorial Alliance for Development (such as a territorial pact), that is locally anchored in the double sense of being welfare enhancing/problem-solving and able to make use of institutional elements inherited from the past. The output will be an agreement between CSOs, local public and private service providers for working together in an unique framework, and a territorial pact for managing and monitoring the development actions, results and impact
4. The organisation of a mechanism for providing services for socio-economic development in a coordinated way and the creation of a One-Stop-Shop for matching the user needs and demands.
