CLESIDRA PROJECT - CAMBODIA

CLESIDRA (Civil Local Empowerment for Socially Inclusive Development in Ratanakiri-Cambodia) is a project financed by the European Union and implemented in the Ratanakiri Province.

ILS LEDA is engaged as technical responsible of its implementation, whereas FELCOS Umbria is the leading partners, and Building Community Voices (BCV) and Urban Poor Women Development (UPWD) the Cambodian partners.

The overall objective is to strengthen civil society capacity and participation through a multi-stakeholder dialogue for tackling economic challenges and promote inclusive development in the Ratanakiri Province in Cambodia, whereas the specific objective is to promote innovative and democratic forms of multi-stakeholders’ partnership for new governance models: a tailored Platform for Socio-Economic Dialogue (PLASED), and a Comprehensive Services System (COSS) for favouring access to the socio-economic resources for women, youth, indigenous, and the most marginalized and vulnerable (WYIMaV) people, in accordance to a right-based, non-discriminatory, and gender equality focused approach.

The target groups are: 40 Civil Society Organizations (CSOs), including: 15 organizations supporting Agriculture/Forestry/Farmers/Fishery; 3 organizations for environmental protection; 5 organizations supporting indigenous people; 12 organizations supporting social development, 5 community based organizations – CBOs; 60 Local Authorities (LAs), of which 1 Provincial Government, 9 District/Municipality, and 50 Communes authorities; and 10 Socio-Economic Service Providers (SESP)

The outputs are:
Output 1: A platform (PLASED) established for networking, Civil Society Organizations (CSOs), Local Authorities (LAs), Socio-Economic Service Providers (SESP) and other relevant stakeholders of Ratanakiri Province in Cambodia, with the aim of building a free and permanent dialogue for the socio-economic inclusion of women, youth, indigenous, and the most marginalized and vulnerable people, including representative of each category (at least 110 people of which at least 40% women)
Output 2: At least 4 participatory strategies (STRAT) for competitive, inclusive, sustainable and resilient value chain development (possibly rice, cassava, forestal products, eco-tourism), realized through an innovative participatory exercise, as permanent key tool of the Platform delivered, and elaborated through the participation of at least 15 people for each value chain.
Output 3: A Comprehensive Services System (COSS) established for supporting socio-economic development of the Province, as a branch of PLASED, including at least 20 CSOs, 10 SESP, and 10 LAs, of which at least 40% women.

Ratanakiri

The main activities are:

Output 1.
1.1 Sensitizing target groups and other relevant local actors about the advantages to establish a permanent dialogue for the competitive inclusive, sustainable and resilient socio-economic territorial development
1.2 Empowering and training at least 110 people (of which at least 40% women) of the target groups on participatory institutional building
1.3 Designing, identifying members, defining organizational regulations, and a priority action plan for PLASED
1.4 Building capacities of the PLASED executive board,
1.5 Supporting, through coaching, the implementation of at least 4 strategic initiatives (eg: promoting producers associations, lobbying with national government, supporting value chains’ production and commercialization,
1.6 Publishing 1 booklet on how to establish and manage PLASED

Output 2
2.1 Prioritization of at least 4 value chains to be assessed, selected in accordance to the potential local resources, such as: rice, cassava, cashew nuts and rubber, mineral resources, forestal products, and eco-tourism.
2.2 Constitution of correspondent Value Chain Focus Groups (VCFG) including representatives of farmers, local authorities, education sector, civil society organisations, service providers (approximately 15 people each VCFG, of which at least 40% women)
2.3 Elaborating four participatory strategies for competitive, inclusive, sustainable and resilient value chains’ development realized through the innovative participatory RESCO model
2.4 Publishing 1 booklet on "Strategic guidelines for competitive, inclusive, sustainable and resilient value chains’ development: the case of Ratanakiri Province in Cambodia", and disseminate it for visibility and replication

Output 3
3.1 Conducting mapping and analysis of the socio-economic services supply in the Ratanakiri Province, for assessing strengths and weaknesses
3.2 Providing technical assistance to a working group for designing and establishing a comprehensive service system (COSS), as branch of the PLASED, through an innovative methodology
3.3 Building capacities of the COSS members (at least 40 people representatives of the target groups)
3.4 Building capacities of at least 10 service providers, to fill the gap between needs (as resulted by activity 2.3), and competence
3.5 Supporting to the COSS start up
3.6 Publishing 1 booklet on how to establish a COSS, and disseminate it for visibility and replication.
