ILS LEDA mission to Cambodia preparing the ground for public private governance.

In the framework of the Project CLESIDRA: Civil Society Links and Empowerment for Socially Inclusive Development in Ratanakiri, Cambodia, the mission of Vincenzo Milio, the ILS LEDA Technical and Methodological Coordinator, was carried out from 21/10/2024 to 29/10/2024 in Phnom Penh and Banlung, Cambodia.

The objective of the mission mainly regarded the design and setting up of a special platform for supplying permanent support to territorial development, the PLASED, and specifically:

  1. to strengthen the capacities of the PLASED Steering Committee, including producers, communities, tourist operators, Chambers of Commerce, NGOs, One Window One Service, LAs, Ministries Departments of Ratanakiri Province on inclusive socio-economic development and value chain competitiveness and sustainability.
  2. to provide technical assistance for designing and starting up the PLASED

The mission was carried out together with Felice Simone, the project coordinator from FELCOS Umbria, lead applicant of CLESIDRA.

All the results of the mission were achieved through a high degree of participation and commitment of the Steering Committee involved thanks to the precious preparatory work and facilitation of BCV and UPWD teams.

The first result was achieved through two traning sessions, the first one on “Competitive and sustainable Territorial Economic Development (TED)”, and the second one on “The importance of comprehensive service provision for competitive and sustainable development, including a case study, and the process needed for its setting up.

The second result was achieved through two activities: the first one being a preliminary training, presenting practical European and international experience on public-private governance mechanisms, and the second one a workshop in which participants (representing producers/communities/tourist operators, service providers, LAs/Ministries Departments), well facilitated by BCV local team, identified and agreed on vision, objectives, activities, structure and relevant governance aspects, that will be crucial elements of the future PLASED statute.

In accordance with the abovementioned results, the Steering Committee, supported by V. Milio, took relevant decisions about PLASED structure and governance aspects, with particular reference to the PLASED structure, and management.

At the end of the mission the steps for following up in the legal and operational establishment of the PLASED were shared with the project partners.
